Description

The General Services Administration (GSA) is conducting market research on behalf of the Department of Commerce (DOC) to identify potential contractors capable of providing electrical preventative maintenance services for the Combined Heat and Power (CHP) system at the National Institute of Standards and Technology (NIST), located in Building 302. This initiative aligns with NIST's commitment to maintaining operational efficiency and safety standards within its facilities. The overarching goal is to ensure that the CHP system, which plays a critical role in energy savings and power distribution, remains in optimal condition through regular maintenance activities.

The scope of work requires comprehensive preventative maintenance, repair, and testing services for both high and low voltage electrical equipment associated with the CHP system. The contractor will be responsible for providing all necessary labor, materials, tools, supervision, and management to conduct these services effectively. Key tasks include inspection, cleaning, repair, and testing of various components such as high voltage switchgear (4160V), liquid-filled transformers (13.8 KV), motor control centers, dry type transformers, panel boards, battery banks with chargers, among others.

Maintenance activities are scheduled during specific outages either during a 2026 Fall Outage or a 2027 Spring Outage to minimize disruption while ensuring thorough servicing. During these periods, all related equipment will be de-energized to facilitate safe maintenance operations. The contractor must adhere to recommendations from original equipment manufacturers as well as standards outlined in ANSI/NETA MTS specifications. Coordination with other contractors working on-site during these outages is crucial to avoid conflicts.

Contractor personnel are expected to possess relevant qualifications and expertise in handling high-voltage systems safely and efficiently. They must follow stringent procedural guidelines including lockout/tagout procedures before commencing any work on de-energized systems. The successful execution of this contract will contribute significantly towards sustaining NIST's energy management goals by ensuring that the CHP system operates reliably within its intended capacity.
