Dobbins Base Operation Support (BOS) Services Market Survey   4

This is a Sources Sought for potential offerors to support the US Air Force Reserve located on Dobbins Air Reserve Base, Georgia. This notice does NOT constitute a request for proposal, request for quote or invitation for bid and DOES NOT serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses.

94th Contracting Flight, Dobbins ARB conducted an Industry Day Event from 16 -18 August 2022. Additional market research is conducted in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms tht have the skills, experience, knowledge, and capabilities required to perform Base Operating Support (BOS) Services on Dobbins ARB, GA. Request all intersted vendors to review the draft PWS, Industry Day PowerPoint Slides and Participation List and complete the Market Survey.

The BOS Services are Mission Essential Services to provide general oversight and administration support for Dobbins ARB. More specifically the BOS Services will include multiple services in the following functions:

• Material Management - providing Material Management flight services under the Logistics Readiness Squadron (LRS)
• Ground Transportation and Vehicle Management provides accountability management, and maintenance services for the base vehicle fleet, selected registered and non-registered equipment, and transient vehicles
• Traffic Management Operations provides a full range of traffic management services for base organizations, to include day-to-day, exercise and contingency operations
• Real Property Maintenance - provides preventive maintenance (PM) and corrective maintenance (CM) service calls for facility maintenance for all real property, and Real Property Installed Equipment (RPIE)
• Fuels Management - providing fuels management services to wing, tenant, and transient organizations, as defined by the Performance Work Statement (PWS)

The North American Industry Classification System is 561210, Facility Support Services, Product Service Code R706, Logistics Support, and Small Business Size Standard of $41.5M. For a contractor to be considered under one of the socioeconomic classifications, it MUST perform a minimum of 50% of the work with its own employees (FAR 52.219-14, Limitations on Subcontracting). Responses to this notice will be used by the Government to make the appropriate acquisition decision. Contractor must be registered in Central Contractor Registry (CCR) (see internet site: http://www.sam.gov)
