This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. The solicitation number is W9132T-24-Q-0007 and is being issued as a request for proposal (RFP). It is noted that this procurement is being advertised on a competitive basis as a result of the statements received in response to the original pre-solicitaiton notice.

The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) requires services to derive DNA sequence data for a suite of environmental DNA projects that survey for endangered, at-risk and invasive species and whole community biodiversity on military and related lands. Please reference the attached written RFQ for a full description of the requirement and all applicable provisions and clauses.

Background
The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) requires services to derive DNA sequence data for a suite of environmental DNA projects that survey for endangered, at-risk and invasive species and whole community biodiversity on military and related lands.

Work Details
The contractor is required to provide DNA sequencing and data interpretation services for environmental DNA (eDNA) projects. This includes consultation for determining optimal sequencing strategy/platform, quality controls for prepared libraries prior to sequencing, library quality control, DNA sequencing, demultiplexing of sequence libraries, and data interpretation. The resulting data will be incorporated into reporting to installation and DoD sponsors regarding distribution of focal species on military installations.

Period of Performance
All work to be performed shall be completed no later than twelve (12) months after award.
