Description

This is a combined synopsis/solicitation for commercial item with commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1232SA25Q0583 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-04. The associated NAICS Code is 541380 and the Small Business Size Standard is $19M.

The USDA, Agricultural Research Service, in Beltsville, MD has a requirement for DNA Sequencing. This is a Total Small Business Set Aside. The Government intends to award a firm fixed price purchase order.

DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by:

1) Transmittal Summary Letter. A summary cover letter to the submission should provide at a minimum the following (i) Identification of the Point of Contact, current phone number, and email address. (ii) UEI Number, CAGE Code, Tax Identification Number (ii) A list of the submission package contents.
2) Providing a quote on company letterhead addressing all of the requirements of the RFQ, clearly note per item pricing in accordance with Brand Name specifications if required (attached), shipping/handling/delivery costs, and be valid for at least 90 days after receipt of quote.
3) Verification that the product is made in the United States.
4) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov.

Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov).

FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document.

The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote represents the best as a whole. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits.

All sources wishing to quote shall furnish a quotation by the time and date noted in the General Information, Date Offers Due field above. Quotations are to be sent via email to James Porter at james.porter@usda.gov with the RFQ number in the subject line.

Failure to provide the required information in the requested format may result in quotes not being considered for award.

Attached Provisions/Clauses including the Buy American Act apply to this RFQ and any subsequent award.

Background
The USDA, Agricultural Research Service, located in Beltsville, MD, has a requirement for DNA Sequencing services. This contract is a Total Small Business Set Aside and aims to support the agency's mission in agricultural research by providing essential sequencing services. Work Details
The contractor will provide DNA sequencing services as detailed below:

1. Short reads for large samples: 180 bacterial gDNA samples (~1LOMb genome) with a data volume of 1Gbp/6.7 million paired reads (2x150bp). Sequencing data will be delivered in FASTQ format along with methods and QC reports within 14 business days from completion of order submission.

2. Custom sequencing services for 37 fungal gDNA samples (~80Mb genome) with a data volume of 4Gbp/26 million paired reads (2x150bp). Delivery of sequencing data will also be in FASTQ format within the same timeframe.

3. Additional short reads for 2 purified tomato gDNA samples with similar specifications as above. All samples must be sent in one batch to avoid increased pricing. The contractor must ensure multi-step sample quality control and library preparation.

Period of Performance
The period of performance for this contract is from August 22, 2025, to December 31, 2025.

The contract will be performed at the NEA Genetic Improvement for Fruits and Vegetables facility located at 10300 Baltimore Avenue, Bldg 0101A, RM 221, BARC-WEST, Beltsville, MD 20705.
