Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dam Neck Activity (DNA) has a requirement for a Construction Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) in order to provide support services to achieve the acceptable levels of requirements for management, labor, material, equipment, transportation, supervision, Information Technology (IT) Infrastructure installation/support, and environmental and quality controls, to accomplish simultaneous maintenance, sustainment, repair, and minor construction projects. In addition to standard maintenance, sustainment, repair, and minor construction.

This acquisition is a 60-month IDIQ/MAC that will release task orders as required by Dam Neck Activity (DNA) and will be awarded on a Firm-Fixed-Price (FFP) basis. The Government intends to make an award to each and all qualifying Offerors. The acquisition ceiling for all orders issued under all contracts as part of the IDIQ/MAC is $21,850,615.89.

This requirement is a Direct 8(a) Set-Aside for Small Business competition. It is not a direct follow-on to any current effort. The effort is pursuant to Section 8(a) of the Small Business Act (15 U.S.C. 637(A)) and the U.S. Department of Defense (DoD)/Small Business Administration (SBA) Memorandum of Understanding for streamlined 8(a) contracting, and in accordance with FAR 19.8.

Offerors should not rely on information contained in previous postings. This solicitation represents the Government's requirements and shall be the Governing Document.

Background
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dam Neck Activity (DNA) requires a Construction Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) to provide support services that meet acceptable levels of management, labor, material, equipment, transportation, supervision, Information Technology (IT) Infrastructure installation/support, and environmental and quality controls.

The goal is to accomplish simultaneous maintenance, sustainment, repair, and minor construction projects. This acquisition is a 60-month IDIQ/MAC with a ceiling of $21,850,615.89 and is set aside for Small Business competition under the Direct 8(a) program.

Work Details
Contractors will provide support services including management, labor, material, equipment, transportation, supervision, IT Infrastructure installation/support, and environmental and quality controls for maintenance, sustainment, repair, and minor construction projects at NSWCDD Dam Neck Activity in Virginia Beach, VA.

Specific tasks include:
1. Field surveying of sites to document existing conditions and mapping new site conditions for GIS updates.
2. Sampling and testing of hazardous materials such as lead paint and asbestos.
3. Engineering analysis to determine structural capacity and IT infrastructure requirements.
4. Energy computations for infrastructure solutions.
5. Compliance with Navy and local instructions as well as building codes.
6. Coordination with Architect-Engineer Contractors as necessary.
