This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR Part 13.5 for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03 (effective 2/23/2024). This competitive solicitation is being issued as a Total Small Business Set-Aside.

The associated North American Industrial Classification System (NAICS) code for this procurement is 621610, with a small business size standard of 19 million.

Contractor is required to be actively registered in the System for Award Management (SAM) and Small Business Administration (SBA). Quotes may be considered non-compliant and rejected if the Contracting Officer is unable to verify active registration status.

Background
The Gulf Coast Veterans Health Care System (GCVHCS) Biloxi, part of the VISN 16 VA Healthcare Network, is seeking a contractor to provide Durable Medical Equipment (DME) and Home Medical Equipment (HME) services. The goal of this contract is to ensure that eligible Veterans receive necessary medical equipment and services in their homes or designated locations. This solicitation is issued as a Total SDVOSB Set-Aside.

Work Details
The contractor will be responsible for providing all necessary labor, facilities, pick-up and delivery, set-up, disassembly, storage, repairs, and inventory management of VA-owned DME/HME. Exclusions include the repair of mobility devices such as manual wheelchairs and scooters. Services must include: delivery and pick-up of equipment; receiving, storage, set-up, assembly, take-down, disassembly; installation; instructions; sanitizing; repair; and maintenance of DME/HME. The contractor must ensure proper care and maintenance of Government-owned equipment from receipt until relieved of responsibility. Deliveries will be made at times specified by the Contracting Officer Representative (COR) or Purchasing Agent. Each task order for DME/HME will be based on an assessment by a VAMC health care provider.

Period of Performance
The contract will be performed over a period of one year from the date of award, pending availability of funds.

Place of Performance
Services will be provided in the homes of eligible Veterans or other designated points within the jurisdiction of the Gulf Coast Veterans Health Care System.
