Description

This is a non-personal service(s) contract to provide support of The Defense Language Institute Foreign Language Center (DLIFLC) student and DoD linguist testing programs. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Contractor will be required to provide Test Administration/Proctoring, Oral Proficiency Interview (OPI) and Web-Based Test Scheduling and Program Management and OPI Facilitation units as stipulated in 5.0 during the period of performance specified below.

Background
The Defense Language Institute Foreign Language Center (DLIFLC) is part of the Department of Defense (DoD) and was established to enhance the Armed Forces' ability to work with international partners through language training.

The contract aims to support DLIFLC's student and DoD linguist testing programs, which are critical for maintaining language proficiency among military personnel. The initiative stems from the Defense Language Transformation Initiative launched in 2004, which mandates that the DoD train personnel with adequate language skills for operational effectiveness.

Work Details
The contractor will provide non-personal services including Test Administration/Proctoring, Oral Proficiency Interview (OPI), Web-Based Test Scheduling, Program Management, and OPI Facilitation.

Specific tasks include:
1. Providing at least one full-time on-site Program Manager (PM) to oversee contractor employees and ensure compliance with testing requirements.
2. Administering or proctoring tests as directed by the PM, with a maximum of 50 test sessions per week across five testing labs.
3. Ensuring that authorized examinees, including active-duty military and DoD civilians, are tested according to established schedules and regulations.
4. Maintaining a ratio of examiners to examinees as specified: one examiner for every ten examinees for audio tests and one for every fifteen for non-audio tests.
5. Completing all required orientations and certifications for Test Examiners and ensuring they can also serve as OPI Facilitators when necessary.
6. Developing a Quality Control Plan (QCP) to monitor service performance and compliance with contract requirements.

Period of Performance
The contract will be performed over a period from FY26 to FY31.

Place of Performance
The services will be performed at the DLIFLC Headquarters located at the Presidio of Monterey, California.
