Sources Sought Document for: W912DW-23-R-0016 DLA-Richmond Disposition Service Warehouse Project.

This is a Sources Sought to conduct market research for developing a procurement strategy for an upcoming Design-Bid-Build construction requirement for Defense Logistics Agency (DLA) Disposition Services Warehouse located at Richmond, Virginia.

After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate solicitation announcement will be published in Sam.gov. Responses to this Sources Sought will not be used as adequate responses to any future solicitation announcement. This Sources Sought notice is a market research tool used for planning purposes only to gain knowledge of the interest, capabilities, and qualifications of interested firms.

The North American Industry Classification System (NAICS) Code for this project is 236220 (Commercial and Institutional Building Construction) and Product or Service Code: Z2GZ, with a small business size standard of $39.5M. A concern is considered a small business pursuant to 15 U.S.C. 632(a)(2)(C)(i-iii) and 13 CFR 121.

PROJECT INFORMATION: The Seattle District is anticipating a solicitation to renovate an existing warehouse used for material disposition for the Department of Defense. The warehouse is approximately 189,500 Square Foot (SF) with a total of five bays. General work to be performed includes: 1) demolition of existing pallet racks, cages, and all associated warehouse equipment, 2) diamond polishing/repairing concrete floors/add striping, 3) installation of pallet racks, pallet wrapping machines, security cages, and dock leveler systems, 4) install forklift charging stations with exhaust and eyewash systems, 5) widen asphalt and concrete road and general site work, 6) construct handicap walkway and facility entrance, 7) sawtooth/construct concrete loading dock, 8) Renovate/revamp admin and training area and construct supporting mechanical room/systems, 9) remove/replace lighting to LED, and 10) install large ceiling mounted fans for ventilation.

The magnitude of this construction project is between $10,000,000 and $25,000,000.

Interested firms shall submit a response in accordance with the attached Submission Requirements document.

Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Associations may be as joint ventures or as key team subcontractors.
