3/17/2025 Update: Removes and replaces FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (MAR 2024) with FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (JAN 2025). Incorporates Class Deviation 2025-O0003 - Merit-Based Opportunity in Federal Contracts which requires changes in Section I, Section K, and Section L of the solicitation. Incorporates Class Deviation 2025-O0004 - Revocation of Executive Order on Sustainability which requires changes in Section I of the solicitation. Removes FAR 52.222-24 PREAWARD ON-SITE EQUAL OPPORTUNITY COMPLIANCE EVALUATION (FEB 1999) from the solicitation. Adds FAR 52.223-23 SUSTAINABLE PRODUCTS AND SERVICES to the solicitation.

10/30/2024 Update: Amendment 0001, updates Tab 9 RFP_SPE60224R0711 and Attachment 2 - Offer Submission Package (OSP). Amendment 0001 also provides answers to questions received from prospective offerors relating to solicitation SPE602-24-R-0711. In additon, Amendment 0001 updates Section B Supplies or Services in the OSP and Prices or Costs, and Section I Contract Clauses in the RFP.

Background
The Defense Logistics Agency (DLA) Energy is issuing this solicitation SPE602-24-R-0711 for the procurement of bulk petroleum lubricants. The mission of DLA Energy is to provide effective and efficient logistics support for the Department of Defense and other federal agencies. The goal of this contract is to ensure a reliable supply of bulk lubricants necessary for military operations.

Work Details
The contract involves the delivery of various types of bulk lubricants as specified in the Statement of Work (SOW). Key products include:
- Lubricating Oil, Aircraft Turbine Engine (Petroleum, Grade 1010)
- Lubricating Oil, Catapult Launch Engine
- Lubricating Oil, Engine (SAE Grade 40)
- Lubricating Oil, Steam Turbine and Gear (MS-2190 TEP)

Each product must meet specific quality assurance provisions and certification requirements, including:
- Qualified Products List (QPL) certification for certain products.
- First Article Testing (FAT) for CLB products.
