Description

Pre-Proposal Conference on Wednesday, June 17, 2026 for the Labor Support contract to support distribution services for DLA, DoD and other Whole of Government Customers.
Background
The Defense Logistics Agency (DLA) is issuing this solicitation for Labor Support Services to provide distribution services for DLA, Department of Defense (DoD), and other Whole of Government Customers.
The goal of the contract is to establish a multiple award hybrid Firm-Fixed-Price, Time-and-Materials, Labor-hour and Reimbursable - Indefinite Delivery Indefinite Quantity (IDIQ) contract for labor augmentation support and labor solutions across multiple CONUS locations, including Hawaii.
This solicitation is a competitive 8(a) set-aside with an estimated maximum value of $250 million.

Work Details
The contractor will be responsible for providing labor support services that include:
1. Labor augmentation support for non-contingency operations.
2. Solutions for warehousing and distribution services, specifically at DLA Distribution Albany, Georgia (DDAG).
3. Compliance with a Quality Assurance Surveillance Plan (QASP) to monitor service delivery and ensure quality standards are met.
4. Participation in Joint Quality Meetings (JQMs) twice a month to discuss performance metrics and corrective actions as needed.
5. Submission of invoices through Wide Area Workflow (WAWF).
6. Adherence to Acceptable Performance Levels (APL) as outlined in the contract documentation.

Period of Performance
The period of performance for the contract will be ten years, consisting of a five-year base ordering period from January 2, 2027, through January 1, 2032, followed by an optional five-year ordering period from January 2, 2032, through January 1, 2037.

Bidder Requirements

1. A valid Defense Counterintelligence and Security Agency (DCSA) approved facility clearance at the time of proposal submission.
