Background
The Bureau of Reclamation, Dakota Area Office, requires the removal and replacement of the existing flat roof system at Shadehill Dam Gatehouse, near Lemmon, South Dakota.

The goal is to provide a long-term, warrantable, and code-compliant roofing system that protects critical infrastructure and ensures operational continuity.

Work Details
The contractor shall provide all labor, materials, equipment, supervision, and quality control necessary to:
1. Remove and dispose of existing roofing to concrete deck (including asbestos-containing materials if present).
2. Furnish and install a new EPDM membrane roofing system, including vapor barrier, polyisocyanurate insulation, cover board, flashing membrane, galvanized sheet metal counterflashing, compatible fasteners, roof accessories, and adhesives/sealants.
3. Provide engineered, PE-stamped wind uplift calculations.
4. Ensure proper drainage using tapered insulation as needed.
5. Provide a 30-year manufacturer’s warranty and a minimum 2-year contractor workmanship warranty.

Period of Performance
The contract shall begin performance within 10 calendar days after receiving the award and shall be completed within 122 calendar days.

Place of Performance
Shadehill Dam Gatehouse, approximately 15 miles south of Lemmon, South Dakota.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA), furnish required performance and payment bonds within 10 calendar days after award, possess necessary contractor licenses for roofing work.
