Djibouti Vehicle Leases

Background
The Naval Criminal Investigative Service Resident Agency, Middle East Djibouti (NCISRA MEDJ) is seeking to lease four (4) V-6 4x4 Sports Utility Vehicles. This requirement supports NCIS agents in their missions to visit and secure water ports for incoming US Navy vessels and respond to criminal and Counterintelligence/Counter Terrorism (CI/CT) cases in Djibouti. The vehicles must operate effectively in extremely rough terrain, high temperatures, and on low-quality roads.

Work Details
The contractor shall provide four (4) 4x4 SUV type vehicles that meet the following specifications:

1. Vehicles must be current year models, not more than 6 months old, with no more than 10,000 kilometers/6,000 miles on the odometer upon receipt.

2. Vehicles shall be white and diesel-fueled.

3. Each vehicle must be delivered with a full fuel tank, two sets of keys, and in a clean condition (interior and exterior).

4. The contractor is responsible for all maintenance and repair of the vehicles throughout the lease period.

5. Vehicles must comply with local regulations governing air pollution control from new motor vehicles and engines.

6. The contractor will ensure that all vehicles are available for the entire lease period on an unlimited distance basis for government personnel only.

Period of Performance
The contract will have a base period of one (1) year starting from September 8, 2026, with four (4) option periods of one year each, totaling five years.

Bidder Requirements
Bidders must provide documentation demonstrating their ability to meet the vehicle specifications outlined in the Statement of Work. They should also have experience in providing similar vehicle leasing services to government agencies.
