District of Columbia National Guard Recruiting Website Development and Management Services

Background
The District of Columbia Army National Guard (DCARNG) official recruiting website ended operation at the end of fiscal year 2020. In order to meet the demand of web-based recruiting services, online marketing presence, and support the National Guard Bureau (NGB) Virtual Recruiting Program 2.0 initiative, the purpose of this procurement is to acquire a state-of-the-art, cloud-based website and web applications for continuous recruitment mission success.
This will support digital marketing, branding, and ensure compliance with Federal and DoD standards.

Work Details
The contractor shall provide cloud-based website and web applications through continuous Branding, Digital Marketing, Website Design/Development, Content Marketing, Data-Driven Analysis, Reporting, IT security and general content maintenance that minimizes downtime, ensures reliability, and optimizes performance while ensuring compliance to DCARNG, Federal and DoD standards (e.g., identifying and protecting PII, link maintenance, Section 508 compliance).
Specific tasks include:
- Design, layout and organization of the DCARNG Recruiting website
- Develop a Content Management System (CMS) with content library functionality and customer group training/profile management tools
- Create new content and ensure proper and consistent messaging
- Provide search engine optimization (SEO) to maintain high visibility across platforms
- Conduct routine scans to identify and remediate bugs and security backdoors
- Deliver one million (1,000,000) monthly impressions/digital advertisements geo-tagged to the District of Columbia
- Provide a Return-on-Investment analytics platform interoperable with commercial recruiting platforms (e.g., Zip Recruiter, Indeed, Simply Hired, GlassDoor)
- Support social media interoperability and targeted marketing
- Ensure search engine compatibility and optimization across all major commercial and mobile web browsers and devices
- Produce monthly/quarterly status reports including a project management plan.

30-SEP-2022 to 29-SEP-2023 (1 Base Year, 12 months)

Bidder Requirements
Contractor personnel must possess all required licenses for website development and maintenance services. All contractor and subcontractor employees must comply with installation access and security requirements including background checks (NCIC-III and TSDB), DoD PIV credentials, and local facility security policies.
New contractor employees must complete Level I OPSEC training within 30 calendar days and annually thereafter. Vehicles and personnel are subject to security inspections and adherence to installation fire, traffic, safety and security regulations.
