Sources Sought

MCIEAST-MCB Camp Lejeune Contracting Department, seeks qualified vendors to provide non-personal support services to the Marine Corps Base (MCB) Camp Lejeune North Carolina (CLNC), G-4, Distribution Management Office to execute the department's mission to provide support personnel and specialized capabilities to facilitate the successful implementation of modernizations efforts of Headquarters Marine Corps (HQMC) and USTC distribution programs at CLNC DMO in accordance with the draft Performance Work Statement provided. This is a Request for Information (RFI)/Sources Sought only. There is no solicitation available at this time. The RFI is issued for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. This will be a Firm-Fixed Price contract. The intended contract shall be for a one (1) year base period and (2) one-year option periods. The submission of information is for planning purposes only, and is not to be construed as a commitment by the Government to procure any items or services. Draft of the Performance Work Statement (PWS) is attached.

The information will not be returned, and no compensation will be provided from any response to this announcement. Proprietary information and trade secrets, if any, must be clearly marked. All information received that is marked Proprietary will be handled accordingly.

The applicable North American Industry Classification System (NAICS) code is 541611 Administrative Management and General Management Consulting Services, which has a small business size standard of $24.5 million in average annual receipts.

Interested concerns, large and small, should indicate interest and capability to provide tasks identified above to the Contract Specialist (email below), in writing as early as possible, but no later than 4:30 PM EST, 26 March 2024.

Potential vendors must have an active registration in the System for Award Management (SAM) in order to be eligible for award, as well as have NAICS 541611 identified in their SAMS profile.

Interested firms are requested to respond to this notice and include the following in their response:

  1. Firm's information to include name of representative, address, phone number CAGE Code, NUNS number;
  2. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor];
  3. Business size [e.g., Small Business, HUBZone, SDVOSB, WOSB, SDB, Large Business]
  4. General Capability Only a brief statement of qualifications (not to exceed five (5) pages double sided) is requested at this time.
  5. GSA Schedule Number, Schedule Source and applicable Category title and SIN(s)

Background
Marine Corps Installations – East (MCI-EAST), Marine Corps Base (MCB) Camp Lejeune North Carolina (CLNC), G-4, Distribution Management Office is responsible to provide traffic management services to all service members and tenant commands in the area. Traffic management services include passenger travel, freight (shipping and receiving), and personal property programs as regulated by United States Transportation Command (USTC) via the Defense Transportation Regulations (DTR) DoD 4500.9R. Camp Lejeune Distribution Management Office (CLNC DMO) is manned, trained, and equipped by the Marine Corps, which is undergoing a major modernization effort, Force Design. Also, USTC J-9, Defense Personal Property Management Office (DPMO) is modernizing the Defense Personal Property Program (DP3) to align all DoD personal property services to a single prime vender within the Global Household Goods Contract (GHC) initiative. Headquarters Marine Corps (HQMC) Installation and Logistics, Logistics Policy, Distribution Policy branch (LPD) continues to evolve distribution capabilities throughout the Marine Corps that address transportation challenges into the future through procurement and implementation of In-Transit Visibility (ITV) software/hardware solutions.

Work Details
The contractor will provide support personnel and specialized capabilities to facilitate the successful implementation of modernizations efforts of Headquarters Marine Corps (HQMC) and USTC distribution programs at CLNC DMO. This work includes how modernization effects relationships with HQMC, other installation DMOs and other USTC agencies.
Overall, CLNC DMO is seeking to develop an engagement strategy that advances distribution capabilities into the future with well-developed analytics, proposals, research, and requirements that engages distribution modernization efforts with actionable agendas.

Period of Performance
The contract will have one twelve (12) month base period of performance, followed by two twelve (12) month option periods.

Place of Performance
Primary Government place of performance will be Camp Lejeune, North Carolina: 75% of the work expected to be performed at CLNC DMO, and 25% of the work is expected to be performed at alternate locations.
