Background
The Defense Logistics Agency (DLA) is issuing a contract for distribution and warehousing services at DLA Distribution Djibouti, Africa. The primary goal is to operate a Government-Owned-Contractor-Operated (GOCO) distribution capability to support the Navy and other military services within the AFRICOM Area of Responsibility.

Work Details
The contractor will manage and operate a Material Processing Center (MPC), transshipment point, and Receipt, Store, Issue, and Local Transportation operations at Camp Lemonnier, Djibouti. Tasks include managing inbound traffic, offloading materials, performing visual inspections, maintaining inventory accuracy, providing transportation and packaging services, operating a Central Receiving Point (CRP), and Supply Support Activity (SSA).

The contractor must ensure compliance with DLA Distribution SOPs and maintain audit readiness. Key personnel must be U.S. citizens with active Secret clearances. Training requirements include on-site distribution operations training during transition and quarterly distance learning sessions.

Period of Performance
Five-year ordering period.
