Description

On 13 September 2023 , in accordance with 10 U.S. Code 2371b, the Army Contracting Command Orlando has awarded an Other Transaction Agreement (OTA) via Advance Technology Internation (ATI) for the Distributed Massive-Input, Massive-Output Networks (dMIMO) Prototype Project.

A Request for Solutions for these efforts was issued through TReX on 29 Aporil 2022, which resulted in the submittal of 9 total responses. As a result of the competition, the prototype project was awarded to Advance Tchnology International (ATI) and Virginia Polytechnic Institute and State University (Virgina Tech). This effort is estimated to be $9,415,641.74 (inclusive of fee) with a period of performance of three years.

The Innovate Beyond 5G prototypes will increase communication abilities for military personnel which is key to improving mission success. Expanding 5G access for military personnel will decrease the amount of time it takes for soldiers to receive and act on
critical information. These prototype models will immediately provide support for all telecommunications based solutions to expand the Army's capacity to transmit vital data in areas that lack modern infrastructure to support these services. Additionally, the
creation of this prototype will allow the armed services to communicate in a secure and discreet manner. These prototypes will support the systems engineering community as inputs for managing and addressing Obsolescence; Reliability, Maintainability, and
Availability (RM&A); Survivability; Supply Chain, and Maintenance.

Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. Successful completion will occur when the prototypes have been validated and are accepted by the Government. Further, the government reserves the right to determine part, or all of the prototype project is successfully completed if the vendor shows a particularly favorable or unexpected result justifying the transition to production.
