This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors NAVFAC NW, located in Silverdale Washington, intends to solicit for the provision of Wood Recycling and Organic Materials Composting services for the various Naval Base Kitsap installations within the Navy Region Northwest, including Bangor, Puget Sound Naval Shipyard/Bremerton, Keyport, Indian Island, Jackson Park Hospital, and Manchester.

The contract type will be an indefinite delivery/requirements contract with firm-fixed unit prices. The contract period will consist of a base period from date of award through 12 months, and 4 one-year option periods for renewal, at the discretion of the government. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The North American Industrial Classification (NAICS) Code is 562111 Solid Waste Collection, (Size Standard of $47 million). This solicitation is a small business set aside.

Required services must be provided by the Contractor in accordance with the Performance Work Statement (PWS), which will be available at the time of solicitation. The solicitation will be made available on or about November 01, 2024, and will be distributed solely through the website at www.sam.gov. Hard copies of the solicitation will not be available. All future information concerning this acquisition, including solicitation and amendments, will be distributed solely through this website. The site provides downloading instructions. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition.

Background
NAVFAC Northwest, located in Silverdale, Washington, intends to solicit for the provision of Wood Recycling and Organic Materials Composting services for various Naval Base Kitsap installations within the Navy Region Northwest.

Work Details
The contractor will provide comprehensive recycling and composting services for post-industrial wood waste and marine debris across multiple Naval Base Kitsap locations including Bangor, Puget Sound Naval Shipyard/Bremerton, Keyport, Indian Island, Jackson Park Hospital, and Manchester.

Responsibilities include:
- Furnishing all necessary labor, supervision, tools, transportation, materials, facilities, and equipment.
- Transporting materials to the contractor’s processing site or designated receiving area within 50 miles of Naval Base Kitsap.
- Ensuring compliance with federal, state, and local regulations regarding recycling and composting.
- Recycling or composting all material disposed at the contractor's facility while reporting any refuse material back to the government.
- Maintaining valid licenses and permits for handling Navy materials including various state permits.
- Operating composting processes that meet or exceed EPA standards for pathogen reduction.
- Providing monthly electronic reports detailing transactions including weight and type of material delivered.
- Complying with all relevant acquisition regulations throughout the contract duration.
