Dismounted Counter Radio-Controlled Improvised Explosive Device (C-RCIED) Electronic Warfare (CREW) Systems, Sustainment, and Ancillary Equipment   2

The United States Special Operations Command (USSOCOM Directorate of Procurement intends to negotiate on a sole source basis with Sierra Nevada Corporation (SNC) located at 145 Parkshore Drive, Folsom, CA 95630 in accordance with 10 U.S.C. 2304c(1) and FAR 6.302-1. The purpose of this procurement action will be to negotiate and award a sole source 5-year IDIQ contract with SNC to support USSOCOM Dismounted Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW) Systems. Delivery Orders to this IDIQ may include the following for the USSOCOM Modi and Thor II systems:

-Sustainment and engineering support services;
-Procurement of new CREW systems;
-Loadset, software, and firmware development;
-Research and advanced technique development;
-Spare parts and ancillary equipment;
-Development of prototype auxiliary/subsystem equipment based on emerging technologies;
-Upgrades and Service Life Extension Programs (SLEP) of systems;
-Training and field support;
-Support to mission critical and urgent requirements for Special Operations Forces.

After evaluation of the responses received to the Sources Sought issued 16 July 2016, USSOCOM has determined that, in accordance with FAR 6.302-1(a)(2)(ii), no other responsible source will satisfy agency requirements with the available technical data without incurring substantial duplication of cost that is not expected to be recovered through competition.
