DISCO Digital Transformation Continuation

The contract was not awarded competiviely, but is firm-fixed price for the DISCO Digital Transformation efforts. The sole source action supports the continuation of highly specialized services and tools, in support of the office's in-flight digital transformation. The digital transformation enables the contracting division to provide contracting services to PEO DHMS, its subordinate program management offices, the Federal Electronic Health Record Modernizatoin office, and other federal partners. These highly specialied services and tools, which supplement the existing and mandated tools, are deeply embedded in the PEO, contracting, and PMO's business processes, and result from years of specialized analysis of the current state to facilitate transformation to the new state. While other companies may provide off-the-shelf tools, these would not meet the requirements without duplicating all the work completed to date. Starting over would result in substantial duplicative cost and significantly erode buy-in amongst end-users, who have already endured several previously failed attempts at digital transformation.
