Background
The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) is issuing a solicitation for a multiple award Firm Fixed Price (FFP) Indefinite Delivery-Indefinite Quantity (IDIQ) contract for Disaster Overseas Transportation Support (DOTS) services.

This contract aims to provide transportation support for disaster response and recovery efforts in American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam. The goal is to ensure efficient and timely transportation of goods and resources during emergencies.

Work Details
The contractor will be responsible for providing various transportation services including:
1. Surface line haul services of containerized retrograde commodities from FEMA designated Points of Need to Ports of Embarkation.
2. Ground transportation from Points of Origin to Ports of Embarkation, specifically targeting locations on the West Coast and FEMA Distribution Centers in Hawaii.
3. Shuttle services for intra-island transportation within American Samoa, Guam, and CNMI using containers, dry van trailers, box trucks, and flatbeds.
4. Ocean transportation of loaded containers from Ports of Embarkation to assigned ports in the Pacific.
5. Dedicated vessel voyages for transporting cargo between designated locations.
6. Expedited air transportation services for cargo between CONUS and OCONUS regions.
7. Commodity pre-positioning by delivering empty shipping containers to FEMA loading/discharging locations.
8. Warehouse storage solutions with a minimum capacity requirement per facility.

The period of performance for this contract is from August 2, 2026 through August 1, 2029, including base and option periods.
