Background
The combined synopsis/solicitation is a Request for Proposal (RFP) to provide personnel and staffing services to efficiently and effectively fulfill the Administration for Strategic Preparedness and Response (ASPR) goals and objectives to provide non-personal health service medical support. The mission of the Department Health and Human Services (HHS) Administration for Strategic Preparedness and Response (ASPR) is to save lives and protect Americans from 21st century health security threats. ASPR leads the Nation’s medical and public health preparedness for, response to, and recovery from disasters and public health emergencies. ASPR collaborates with hospitals, healthcare coalitions, biotech firms, community members, state, local, tribal, and territorial governments, and other partners across the country to improve readiness and response capabilities.

Work Details
The Contractor shall provide experienced personnel to perform professional medical care and administrative services. The work requires experience providing medical care in an emergency or disaster situation and often in austere and challenging locations. The medical staff may use their own organic equipment and/or equipment provided by NDMS to accomplish the tasks. Contractor shall deploy personnel in the requested team configurations within 48 hours of notification.
Deployment can last up to 30 days on average but may be longer or be extended per the individual task order.

Period of Performance
The contract type will be a Firm Fixed Price (FFP) \Base Indefinite Delivery Indefinite Quantity (IDIQ) contract (for labor categories), anticipated to be a multiple award, with Labor Hour, Time and Materials, and Other Direct Costs CLINS at the task order level. The period of performance of this contract will be a twelve (12) month base year from the date of award with four (4) twelve (12) month option years.

Place of Performance
The medical care and Support to be provided could be related to natural or man-made disaster victims (up to mass casualty) or infectious disease. These services can be provided within the United States and its territories and internationally on an as needed basis to the required locations.
