AMENDMENT 01: The purpose of this solicitation amendment is as follows:

  1. Provide answers to contractor questions. Questions and answers may be found in Section J of the amendment.
  2. Revise the Schedule of Required Labor Categories. The revised document may be found in Section B of the amendment. Tracked changes are not used to ensure readability. Please review the revised document carefully. Note that some labor categories have fewer than four levels. This is intentional.
  3. Revise Sections L and M of the solicitation. The revised documents may be found in Sections L and M of the amendment. Both Clean and Tracked Changes copies of each document are provided in the amendment.
  4. Revise the Mock Task Order Statements of Work to clearly identify the tracks they are each associated with in the attachment titles, in addition to in the Table of Contents titles.
  5. Revise the key personnel requirements for each of the Mock Task Order Statements of Work. Tracked changes are not used to ensure readability. Please review the revised documents carefully.
  6. All other terms and conditions remain unchanged.

Please carefully review the amendment in full. The solicitation schedule remains unchanged. Phase 1 submissions remain due on November 15, 2024. A Phase 1 time deadline of 12:00 PM Noon ET on November 15, 2024 has been added for clarity.

ORIGINAL SOLICITATION
The U.S. Department of Commerce, National Institute of Standards and Technology (NIST) requires Disaster and Failure Studies Support Services in accordance with the attached solicitation. Please review the attached solicitation for complete details and response instructions.

This is a competitive solicitation using FAR Part 12 and FAR Part 15 procedures for a multiple-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract under which the contractors shall provide any or all of the services described in the attached contract Statements of Work, as applicable, and as detailed in individual task orders issued by a warranted contracting officer during the term of this contract. The period of performance will be five years from date of award.
The multiple-award IDIQ contract comprises a primary disaster and failure studies category and three distinct specific categories (earthquake, evidence preservation, and fire disaster and failure studies support). The primary category is open to contractors of all business sizes. The distinct specific categories are available only to small businesses. Task orders will be awarded within either the primary category or one of the distinct specific categories. NIST will determine which category a task order is applicable to.
The NAICS code for the primary category, the earthquake category, and the fire category is 541330 with a size standard of $25.5 Million. The NAICS code for the evidence preservation category is 493190 with a size standard of $36.5 Million.
The anticipated solicitation schedule is as follows:
Synopsis/Draft RFP Release - October 9, 2024
Questions Due - October 24, 2024
Final RFP Release - November 5, 2024
Phase 1 Submissions Due - November 15, 2024
Government Sends Advisory Notifications - November 22, 2024

Background
