The Defense Information Systems Agency (DISA) is seeking sources in support of the Command, Control, Communications, and Computers (C4) Enterprise Directorate ( J6 C4 ) requirement for the DISA Hampton Roads Virginia Network and Cabling Infrastructure (NetCI).

INTRODUCTION:

This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services.

DISA J6 Hampton Roads (HR) is seeking information from potential sources for contract services supporting its role as an Information Technology (IT) service provider. This effort requires on-site support to provide cable and network management. The cable management function is expected to be fully sustained by this contract. The network management functions are limited to providing technical and network engineering assistance to the existing government engineers and technicians. There are approximately 15,000 IT assets, 2,000 end users, and 400 network devices. The networks supported include Non-classified Internet Protocol (IP) Router Network (NIPRNet) and Secret Internet Protocol (IP) Router Network (SIPRNet) (with some other variants to include REL-A, U.S. Battlefield Information collection and Exploitation Systems (USBICES), Combined Enterprise Regional Information Exchange System (CENTRIX) etc.).

REQUIRED CAPABILITIES:

  1. J6 Hampton Roads (JPH) Network Operations

The DISA JPH Network Operations and Engineering Team is currently comprised of eight Government civilians maintaining the network. This contract is to provide additional support to the existing Government civilians in the network operations and engineering sections. The contract team will complete all projects assigned to them and handle approximately 1,000 service tickets per year. The two networks JPH currently support are comprised of approximately 15,000 IT assets, 2,000 users, and 400 devices combined. The devices consist of Cisco routers, switches, and appliances, F5 network load balancers, RSA SecurID authentication managers and ViaSAT, L-3 Communications, and General Dynamics encryption devices. Please describe your company's experience in network and engineering operations support for networks, including the size and complexity of your experience. Please provide the contract number, whether a prime or a sub and the dollar amount of the work.

  1. JPH Network Engineering

The DISA JPH Network Engineering Team has the responsibility to assist with the engineering baseline, planning, modernization, design, development, integration, and testing of incremental changes or network modernizations to the JPH Enclaves within the DISA J6 Hampton Roads Enterprise communications network. They also serve as the Tier IV escalation point to resolve issues on the DISA J6 HR Enterprise communications network. On average, Tier IV receives about 15 tickets per year. Please describe your company's experience in providing engineering baseline, planning, modernization, design, development, integration, and testing of incremental changes or network modernizations and serving as the Tier IV escalation point to resolve issues on a communications network.

  1. JPH Cable Plant Infrastructure and Management

The contractor shall maintain the cable plant infrastructure that provides DISA J6 IT Enterprise network access. In all the DISA J6 Hampton Roads locations (Norfolk and Suffolk), the contractor shall be responsible for cabling and connectivity from the wall plate to the end user device. The vendor shall be responsible to maintain the cable plant infrastructure that provides network access to approximately 2,000 Hampton Roads users, including intra- and inter-facility cabling. This infrastructure provides users with access to the full complement of IT Services provided by the DISA J6 IT Enterprise. The DISA users in Hampton Roads will require unclassified and classified access to all of the IT capabilities (i.e., Office Productivity Applications, Internet and Intranet access, Voice and Video over IP, Video Teleconference, Voice over Secure IP (VOSIP), Information Services, Data Storage and Access to mission oriented databases, Access to applications maintenance on non-DISA networks, Defense Red Switch Network (DRSN), Collaborative Services, Remote-Access and Teleworking support, Communications Security (COMSEC), and Message Services that are available to DISA IT Enterprise end-users located in the Hampton Roads buildings located on both Norfolk and Suffolk campuses. The cable plant infrastructure and management team are currently comprised of all contractors. Please describe your company's experience in providing cabling and connectivity support for infrastructure and include the size and complexity of your experience. Please include contract number, whether a prime or a sub and the dollar amount of the work.

  1. JPH Protected Distribution System

The contractor shall perform weekly tests on alarmed Protection Distribution System (PDS) in accordance with Committee on National Security Systems Instruction (CNSSI) No. 7003 standards and provide weekly results to Government personnel. The contractor shall also perform analysis of PDS alerts, issues, and problems and document findings in accordance with CNSSI No. 7003 standards during core hours. The system is monitored by building security personnel outside of core hours. The contractor shall provide technical support to PDS device configurations, modes, and settings and support to troubleshoot and resolve issues or upgrade the application. Please describe PDS experience your company has in performing analysis of alerts, issues, and problems and documenting these findings in accordance with national security standards.

SPECIAL REQUIREMENTS:

Personnel: Network Operations, Network Engineering and at least four Cable Plant personnel require a Top Secret/Sensitive Compartmented Information clearance. All others require a Secret clearance. Please provide your current Facility Clearance level.

SOURCES SOUGHT:

The North American Industry Classification System Code (NAICS) for this requirement is 541512 Computer Systems Design Services with the corresponding size standard of $34M.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting.

To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering. Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.

(This information is for market research only and businesses with a valid cage that lack prime contract vehicles are still encouraged to respond to this notice.)

Interested businesses should submit a brief capabilities statement package addressing the specific questions above (no more than five pages) demonstrating the ability to perform the services listed under Required Capabilities.

All submissions become Government property and will not be returned. All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as pursuant to 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
