The Missile Defense Agency (MDA) releases the DRAFT Request for Proposal (DRFP), solicitation number HQ0855-21-R-0004, for the Directorate for Test Instrumentation Support Contract (DISC) requirement.

This acquisition business classification is a 100% small business set-aside using source selection procedures in FAR Part 15. The North American Industry Classification System (NAICS) code for this procurement is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).

MDA anticipates a Small Business set aside competitive award of a single, Indefinite Delivery/Indefinite Quantity (ID/IQ), cost type contract with Cost Plus Award Fee (CPAF), Cost Plus Incentive Fee (CPIF), Firm Fixed Price (FFP), and Cost Reimbursable Cost Only Contract Line Item Numbers (CLINs) for a base ordering period of five (5) years and five (5), one-year option periods.

MDA encourages industry input, comments and questions to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities.

Due to the current COVID 19 restrictions the government intends to release Industry Day General Session presentations shortly after the DRFP release. The General Session briefings will contain scripts of what would have normally been briefed at Industry Days. Offerors are encouraged to submit questions regarding the Industry Day charts as well as the DRFP. The Government also intends to release virtual site visits in January with One-On-One meetings to follow shortly thereafter. The current schedule for virtual site visits and One-On-One meetings is based on current COVID 19 restrictions and may change if restrictions change. Information on how to sign up for those activities will be posted on beta.sam.gov when the Industry Day General Session charts are released.

Access to the Offeror's library is by request only. Clicking on the attachment will reveal a request to access the data.

Questions and/or comments are due to MDA no later than 1700 Central Time on January 25, 2021 and may be submitted to MDADISC@MDA.MIL, subject line DISC_DRFP. All questions should be submitted in the format of Section L attachment L10 and clearly identify the attachment, page number, and paragraph the question is referring to, unless the question is a general question about the overall requirement.

Industry is advised that the FINAL RFP, when posted, will supersede any DRAFT information posted to date. The FINAL RFP will represent the Government's requirement. All communications concerning this acquisition must be coordinated through the Procuring Contracting Officer.

Paper copies of the DRAFT solicitation will not be issued. The DRAFT Solicitation may be accessed electronically only via the beta.sam.gov website. Offerors are responsible for routinely checking the beta.sam.gov website for any possible DRAFT solicitation amendments that may be issued.

This DRAFT RFP is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. This announcement is for information planning purposes only and proposals are not requested. It is not to be construed as a commitment by the Government for any actual procurement of services. This announcement does not constitute a solicitation or a promise of a solicitation in the future. Proposals are not requested and will not be considered if submitted.

UPDATE JANUARY 14, 2021 VIRTUAL INDUSTRY DAY

The Missile Defense Agency issued a DRAFT solicitation for industry feedback on 18 December 2020 for the Directorate for Test Instrumentation Support Contract (DISC). The purpose of this announcement is to release the DISC Industry Day General Session Briefing, provide information on Virtual Site Visits, and provide instructions on how prime contractors can sign up for Virtual One-on-One meetings.

Industry Day General Session Briefing: Due to the current Travel and COVID 19 restrictions, MDA does not plan to conduct an in person Industry Day. MDA will provide the Industry Day General Session information in the restricted section of www.beta.sam.gov. Interested parties shall request access to the briefing using the same procedures used to access the offeror's library. The Industry Day file will contain the charts and a script in the notes section of each chart. Some charts have no script, as the points or data contained in the chart provide the necessary information. Interested parties are encouraged to review these charts and electronically submit questions under the subject line: Industry Day General Session Briefing to MDADISC@MDA.mil. MDA will accept questions on the Draft RFP and Industry Day briefings through 25 January 2021. All responses to questions will be published on www.beta.sam.gov, except those designated as Proprietary by the interested party when submitted. Should any interested party have a Proprietary question that is thought to contain intellectual property or information specific to the proposal strategy, then the question should be clearly identified as such as part of the submission. The Government has final approval as to whether or not a question is proprietary. Should the government disagree with the proprietary assertion the specific party will be notified and allowed to withdraw the question. If the question is not withdrawn after notification, the Government will answer and publish IAW the preceding instructions

Virtual Site Visits: Due to the current Travel and COVID 19 restrictions, MDA does not plan to conduct in-person site visits to the assets supporting the DISC Mission. As an alternative, MDA will issue several short documentary type video products to serve as virtual tours of these assets and provide interested parties the opportunity to see where work is completed in performance of the contract. These products are currently in development and will be issued on or about 3 February 2021. MDA will announce the release of these products via beta.sam.gov and will accept questions related to the video products.

Virtual One-on-One Meetings: MDA will conduct Virtual One-on-One meetings with each Prime Contractor Team using the Skype software platform from 23-25 February 2021. Prime Contractor Teams interested in a One-on-One meeting should email MDADISC@MDA.mil to schedule a date and time. When a One-on-One is scheduled, MDA will provide two Skype calendar invitations; one for the meeting date and one for the connection check date. Interested parties will also receive a list of ground rules for the meeting and must limit participation to no more than 10 personnel from the prime contractor team. One-on-One sessions will be no longer than 1 hour. Interested parties shall submit questions five (5) business days prior to their scheduled session. Any additional questions asked during the session may be answered at the government's discretion, and/or will be followed by a written response within 10 business days after the meeting and published via beta.sam.gov if applicable.

Check your Skype connection day : MDA plans to use the Skype software platform to conduct the One-on-One meetings. To facilitate the conduct of the meeting we will conduct a connection check prior to the scheduled meeting with each prime contractor team. A skype external user's card for basic Skype connection instructions will be provided upon scheduling. Interested parties are cautioned to minimize any changes to network settings after your connection check date as it may prevent successful Skype connections on the day of the scheduled One-on-One session. MDA recommends participants limit the number of Skype connections to 3-5 for their entire team.

Interested parties are encouraged to register at www.beta.sam.gov website to receive email notifications when information related to this acquisition is updated or documents related to this acquisition are issued and available for download. As a rule, the MDA will not send solicitation or amendments directly to interested parties and it is the interested party's responsibility to periodically check the aforementioned website for updates.

UPDATE FEBRUARY 17, 2021 VIRTUAL SITE VISITS

As an alternative, MDA will issue several short documentary type video products to serve as virtual tours of these assets and provide interested parties the opportunity to see where work is completed in performance of the contract. These products are available by request only and can be accessed by selecting the attachment and completing the access request. Contractors approved for access to the video products shall carefully review and follow all markings and distribution limitations contained therein.

Questions and Answers : MDA will accept questions about the DRAFT RFP, Industry Day General Session Briefing and/or the Virtual Site Visits through February 25, 2021. Questions shall be submitted to MDADISC@MDA.MIL. All responses to questions will be published on www.beta.sam.gov, except those designated as Proprietary by the interested party when submitted.
