The Government intends to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for packing, containerization, local drayage, delivery, unpacking, storage and related services for personal property shipments for the Direct Procurement Method (DPM) Program to help establish and manage the shipment of domestic household goods, international-household goods, and unaccompanied baggage shipments. DPM contracts provide PPSOs a comprehensive movement process for worldwide movement of small shipments and larger shipments to specific overseas locations where other modes of shipment are not authorized.
Pursuant to Federal Acquisition Regulation 5.202 (a) (12), this is a non-mandatory synopsis. This solicitation is intended only for sources duly authorized to operate and do business in Bahrain as prescribed by DFARS 225.1103 (3).
This commercial item acquisition will be full and open competition with a geographical restriction. The associated North American Industry Classification System (NAICS) code is 488991. This acquisition will not result in multiple awards.

This is a 100% full and open competition with geographical area restrictions for a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for packing, containerization, local drayage, delivery, unpacking, storage and related services for personal property shipments for the Direct Procurement Method (DPM) Program to help establish and manage the shipment of domestic household goods, international-household goods, and unaccompanied baggage shipments. DPM contracts provide PPSOs a comprehensive movement process for worldwide movement of small shipments and larger shipments to specific overseas locations where other modes of shipment are not authorized. The contractor shall perform services within the following defined areas of performance, which include terminals identified therein: Worldwide.

Technical Acceptability, Past Performance, and Price.

Technical Acceptability and Past Performance will be evaluated on an Acceptable/Unacceptable basis. Only those proposals receiving an acceptable rating on both Technical and Past Performance will be eligible for award.

Price: The Government will award the contract to the lowest priced offeror determined to be acceptable.

The Government will evaluate the Offeror's Technical Acceptability based on the information in the Offeror's written proposal submitted in accordance with "ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2015)" of the solicitation.

In order to be considered Acceptable, Offerors must address each of the evaluation factors in sufficient detail so that the Government can reasonably determine that the Offeror possesses the requisite ability to perform the contract. An offeror shall be rated "Technically Acceptable" if it meets ALL technical criteria as follows:

Inspection of Facilities: Offeror shall possess either a DD Form 1811 (Pre-Award Survey of Contractor's Carrier's Facilities and Equipment) approved after 1 January 2016, or a DD Form 1811 approved before 1 January 2016 and a DD Form 1812 (Warehouse Inspection Report) dated on or after 1 January 2016.

Cargo Insurance: The contractor shall submit a certification of cargo insurance IAW PWS Part I, paragraph 12.

The Government shall evaluate whether the offeror has taken any exception to the requirement. Offer/Quote that takes exception to any term of the solicitation will not be considered for award.

The offeror shall manifest its assent, without exception or imposition of conditions, to the terms and conditions of the solicitation, including any attachments or clauses or terms incorporated by reference.

System for Award Management -. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov.
Services are for Direct Procurement Method (DPM) PPSO as detailed in the Statement of Work incorporated in solicitation N40339-17-R-S001.

The RFQ documents and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) Circular: FAC 2005-87.

Acceptance of an award certifies that the firm will comply with FAR 52.222-50, Combating Trafficking in Persons, by notifying all employees and subcontractors at all levels.
