Direct Access Storage Device (DASD)

The Naval Air Warfare Center Aircraft Division, Lakehurst intends to issue a purchase order on a sole source basis to Mountain Optech, Inc., dba Mountain Secure Systems, 1350 Kansas Ave., Longmont, CO 80501-6546, for the procurement of Hard Drive, Rugged, Removable Direct Access Storage Device (DASD), Part Number (P/N): 4969.00, required to contain the operating system for the Display and Control Unit. This procurement for the manufacture, delivery and assembly of a quantity of 15 each: Hard Drive, Rugged, Removable DASD, P/N: 4969.00, is in support of the Taiwan Air Force (TAF) P-3C Aircraft.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The Government does not own current data drawings or other specifications to permit full and open competition. Mountain Secure Systems is the Original Equipment Manufacturer of the DASD and owns all proprietary rights to the design schematics, engineering and test data. The DASD was precisely designed to contain and run the acoustic operating system in the Display and Control Units for the Taiwan Air Force P-3C. Mountain Secure Systems is the only company found capable of meeting the requirements for the P-3C Aircraft.

No purchase order will be awarded on the basis of offers received in response to this notice. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
