The Digital Imaging Network - Picture Archiving and Communications System (DIN-PACS) is an open system network of digital devices designed for the effective acquisition, transmission, display, and management of diagnostic imaging studies. DIN-PACS provides for diagnostic x-ray images in digital output that can be transmitted for analysis anywhere in the hospital or in the world. DIN-PACS support the business process changes throughout the Military Health System (MHS) and, especially, within the practice of military radiology. The vision for radiology is to create a "virtual" radiology department by eliminating multiple "place" constraints that arise both within and between diagnostic centers. Within facilities the DIN-PACS system is intended to eliminate the necessity of creating film and allow access to images by multiple users at any place and anytime. Between facilities, the system is intended to create opportunities to dynamically shift workload at anytime and to any location where clinical expertise is available.

The Department of Veterans Affairs National Acquisition Center issued solicitation SPE2D1-15-R-0004 for DIN-PACS IV, a Commercial Items contract for the acquisition and implementation of a digital imaging network picture archiving and communication system.

5) Other than certified cost or pricing data supporting offered item prices and sample invoices/quotes.
6) Responses to each paragraph of the SOW and Functional Requirements in the Section 3 spreadsheet.
7) Small Business Subcontracting Plan if total sales exceed threshold and the offeror is a large business.
8) All exceptions to the solicitation listed separately on page 4 of the caution notice.
9) A written Contractor Code of Business Ethics.
