Background
The U.S. Army Corps of Engineers – Tulsa District has been tasked to solicit for and award a new Dining Facility construction project. The project will be a competitive, firm-fixed price, design/bid/build contract procured using the trade-off process. The project is for the construction of a 30,450 SF dining facility for 1,300 Soldiers at Fort Sill, Oklahoma. The estimated construction price range for this project is between $10,000,000 and $20,000,000.

Work Details
The construction project includes extensive requirements such as building information systems, fire protection and alarm systems, ARMS vault construction, FEMA and ICC 500 storm shelter, video surveillance system installation, Intrusion Detection System (IDS) installation, Energy Monitoring and Control Systems (EMCS) connection, special foundations, site improvements including utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping, and signage.
Heating and air conditioning will be provided by self-contained systems incorporating geothermal wells and hybrid geothermal system integration measures.
Comprehensive building and furnishings related interior design services are required.
Cyber Security Measures will be incorporated into this project.
Sustainability / Energy measures will be provided.
Facilities will be designed to a minimum life of 40 years UFC 1-200-02.

The estimated duration of the project is 730 calendar days.

Place of Performance
The construction projects will be performed at Fort Sill, Oklahoma.
