1. CONTRACT TYPE:
The Naval Surface Warfare Center Philadelphia Division, Philadelphia, PA proposes to award an Indefinite-Delivery, Indefinite Quantity (IDIQ), Firm-Fixed-Price (FFP) supply contract for Digital Voltage Regulator (DVR) Systems.

2. BASIS OF COMPETITION:
A single FFP, IDIQ contract shall result from this solicitation. This requirement is being solicited as Other Than Full and Open Competition with a Brand Name Justification and Approval (J&A).

3. MINIMUM AND MAXIMUM:
As referred to in paragraph (b) of FAR clause 52.216-22 Indefinite-Quantity of this solicitation, the contract minimum is any one (1) unit. The minimum quantity will be met by issuance of the initial Delivery Order (DO).

4. QUESTIONS:

Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy's ships, submarines, military watercraft, and unmanned vehicles.

This contract aims to procure Digital Voltage Regulator (DVR) Systems to replace the obsolete Excitation Control Panel (EXCOP) used in DDG 51 Class ships. The DVR system is critical for controlling the Ship’s Service Gas Turbine Generator (SSGTG) output voltage.

Work Details
The contract includes the procurement of Kato DVR Systems/DEXCOP with Part Number: 509-01113-00. The quantities are as follows:
- Year 1: 21 Each
- Year 2: 21 Each

Additionally, a Contract Data Requirements List (CDRL) A001 will be included but is not separately priced. The contractor must provide DoD unique identification or an equivalent for all items. The delivery terms are FOB Destination.

Period of Performance
The contract will cover two years with deliveries scheduled from the date of award through 12 months thereafter for Year 1 and from 13 months after award through 24 months after award for Year 2.

Place of Performance
The products will be delivered to designated locations as specified in the contract.
