Description

Background
The Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking to implement a web-based Digital Repository Platform integrated with Physical Library Management functionality. The goal of this platform is to provide standardized access to industry consensus standards, regulatory documentation, and reference literature related to LNG facility safety. This initiative aims to create a centralized hub for stakeholders to access vital information securely and efficiently.

Work Details
The contract involves the development of a Digital Repository and Asset Management system that includes:

1. Centralized Asset Repository for indexing and storing diverse document formats.
2. Advanced Search and Indexing capabilities with full-text indexing, metadata tagging, and keyword search optimization.
3. Digital Rights Management (DRM) features to manage asset downloading based on copyright rules.
4. Scalability to handle high-volume simultaneous user access without performance degradation.

Additionally, the project requires custom modules such as:
A) A Physical Book Check-In/Check-Out Request System for managing physical book inventory at the National LNG Center of Excellence;
B) A Visitor Logging System for tracking user check-ins across virtual and physical library entry points;
C) A Metrics and Analytics Reporting Module for tracking asset utilization and generating reports. The technical architecture must ensure a 100% web-hosted solution with 99.9% operational uptime, ongoing maintenance, security patch management, and role-based access control integrated with enterprise Identity Providers.

Bidder Requirements
Bidders must demonstrate relevant qualifications in digital repository implementations, provide client references from higher education or government agencies, detail their proposed platform architecture including security protocols, outline a custom development strategy for specific functionalities, present a project management plan with key milestones, and submit an itemized cost proposal covering all aspects of the project.

The Pipeline and Hazardous Materials Safety Administration is seeking information from interested parties and potential vendors and systems integrators to implement a web-based Digital Repository (Virtual Library) Platform integrated with specialized Physical Library Management functionality. The primary purpose of this platform is to serve as a centralized hub providing standardized access to industry consensus standards, regulatory documentation, and reference literature applicable to LNG facility safety. The platform should allow access through IP verification or username/password, support concurrent users, and not require any additional software to be installed on the user's computer or server.

The solution must seamlessly handle distinct tier-based access controls across geographically dispersed stakeholder groups, support concurrent platform usage, enforce digital rights management (DRM), track visitor engagement, and provide administrative reporting for PHMSA management.
