TITLE: Digital Range Training Systems (DRTS) Tier 1 Continuous Tech Refresh Efforts

PROGRAM DESCRIPTION: The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager for Soldier Training Devices (PM ST), Product Manager for Live Training Systems (PdM LTS), Digital Range Training System (DRTS) will award the next scheduled Tier 1 Continuous Tech Refreshes (CTRs) for FY23 and FY24.

Background: The DRTS program provides CTRs to upgrade/replace aging fielded training equipment on Instrumented Ranges. The winning offeror shall conduct the DRTS Tier 1 CTRs which include the Information Technology (IT) and After-Action Review (AAR) equipment replacement in the Control Tower (CT), Server Room, and AAR building, and the installation of all the latest DRTS systems SW versions. The winning offeror shall perform all work required to plan, procure, prepare, install, integrate, and verify the CTR to include the removal and accountability of the components being replaced. The winning offeror shall provide replacement equipment in accordance with the latest approved DRTS ATO baseline. The winning offeror shall ensure that the removal of the components does not cause damage to the remaining system components/functionality. The winning offeror shall integrate and install the CTR hardware and software to achieve a fully functional system IAW the DRTS performance specification (PRF-PT-768), VSS performance specification (PRF- PT-769). The winning offeror shall integrate with all the existing systems and subsystems associated with the DRTS ranges.

The Government anticipates a Single Award C type Firm Fixed Price contract vehicle with option Contract Line Items (CLINS) to be awarded. The CLIN structure can be found in section B of the draft Request for Proposal. The work will be FFP CLINs. The period of performance is anticipated to be a three-year and a half year (3.5). Attached are the Draft Solicitation documents for DRTS Tier 1 CTR and its attachments. The previous Solicitation numbers are W900KK-22-R-TBD-DRTS_CTR_Tier1_3 and W900KK-22-R-TBD-DRTS_CTR_Tier1_Special_Notice. The office (CCOR-CDD-Orlando) is seeking questions, comments, and/or suggestions regarding the draft documents.

The anticipated/tentative Procurement Acquisition Lead Time (PALT) milestones are as follows:

Release of DRTS Tier 1 CTR Draft Solicitation: 02 March 2023

Deadline for submission of Questions to Draft Solicitation: 13 March 2023

Release of DRTS Tier 1 CTR Final Solicitation: after 13 March 2023

Proposal Submission: 30 April 2023

Target Award Date: 22 Sept 2023

Any additional questions and answers will be provided as an attachment to the Final Solicitation.

Proposal preparation time is anticipated to be 30 days.
