*Amendment 02 to Solicitation HT940625R0006 contains the following updates:
1. Adds additional security information to PWS Section 6.5.4.1
2. Adds clause FAR 52.222-42, Statement of Equivalent Rates for Federal Hires, as full text to solicitation document
3. Adds clause FAR 52.232-18, Availability of Funds, to the solicitation document
4. Removes Item #8, Technical Description of Items/Service, from Attachment I Addendum to 52.212-1

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice and FAR 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HT940625R0006. The solicitation is issued as a Request for Proposal (RFP). Provisions and clauses in effect through Federal Acquisition Circular 2025-02 (published 03 January 2025) are incorporated. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in

The associated North American Industrial Classification System (NAICS) code for this procurement is 541990, with a small business size standard of $19.5M. This acquisition is being offered for competition limited to eligible 8(a) participants and has already been accepted by the Small Business Administration (SBA) for the section 8(a) program.

The Naval Medical Center Portsmouth, VA (NMCP) has a requirement for a firm fixed price non-personal service contract that shall provide expertise in the areas of Picture Archive and Communication System (PACS), information technology engineering, and radiographic quality assurance to include quality control of radiographic images and assurance that demographic information inherent in the digital images is correct. The solicitation will result in one (1) firm fixed price contract.

The estimated periods of performance are outlined below:

Base Period of Performance (inclusive of 1 month transition-in period): 01 June 2025 30 November 2025Option Period 1: 01 December 2025 30 November 2026
Option Period 2: 01 December 2026 30 November 2027
Option Period 3: 01 December 2027 30 November 2028
Option Period 4: 01 December 2028 30 November 2029
Optional 6-Month Extension (IAW 52.217-8): 01 December 2029 31 May 2030

Background
The Naval Medical Center Portsmouth (NMCP) is seeking a contractor to provide expertise in Picture Archive and Communication System (PACS), information technology engineering, and radiographic quality assurance. This requirement is part of a firm fixed price non-personal service contract aimed at ensuring the operational integrity of the DINPACS systems, which are critical for managing radiographic images and associated demographic information. Work Details
The contractor will be responsible for:

1. Ensuring that the DINPACS systems are operational at all times with a minimum uptime requirement of ≥98%.
