GENERAL:

The 144th Fighter Wing, Fresno Air National Guard Base is seeking diesel fuel and tank cleaning services for backup generators. This solicitation W50S6T-21-Q-0023 is 100% set aside for small business IAW FAR 19.502-2(a). The North American Industry Classification System (NAICS) code is 562998 and the size standard is $8.0M. All firms or individuals responding must be registered with the System for Award Management (SAM). All responsive offerors will be considered by the agency.

The entire solicitation is included in the attached Standard Form (SF) 1449. Paper copies will not be available. You may download the solicitation and email your quote in. NOTICE OF SITE VISIT:

An organized site visit is scheduled to take place on Thursday, August 19 at 9:00AM PDT. All interested parties are welcome to attend. Additional details are included in the attached SF 1449.

Background
The 144th Fighter Wing, Fresno Air National Guard Base is soliciting diesel fuel and tank cleaning services for backup generators under solicitation W50S6T-21-Q-0023. The contract aims to ensure the removal of contaminants and maintain usable fuel quality for mission-critical backup generator systems.

Work Details
The contractor shall furnish all labor, tools, parts, transportation, equipment, materials, supplies, services, permits, insurance, and supervision necessary to perform diesel tank cleaning and fuel polishing services.

Objectives include: inspect and assess the condition and serviceability of fuel tanks and diesel fuel; clean fuel tanks and fuel filtration systems to industry standards to remove water, rust, and debris; polish fuel to industry standards to ensure usability; and dispose of all waste, including unserviceable fuel, in accordance with federal, state, and local hazardous waste regulations.

The scope covers servicing approximately 19 generator tanks at various locations with volumes ranging from 9 to 600 gallons (e.g., Bldg. 100 – 600 gal; Bldg. 117 – 100 gal; Mob. MC7 – 27 gal; (2) LC globe – 30 gal each; etc.).

Special qualifications require employees to possess all required licenses and certifications for inspecting, testing, and servicing fuel systems; subcontractors must be similarly qualified.

The contractor shall provide fuel treatment stabilizer or approved equivalent.

General requirements include: attendance at post-award conferences and periodic progress meetings; development and maintenance of a quality control program; compliance with government quality assurance; adherence to hours of operation (7:00 a.m. to 5:00 p.m., Monday–Friday); observance of recognized holidays and scheduled days off; compliance with installation fire, traffic, safety, and security regulations; field verification of all dimensions and quantities; warranty of workmanship and materials for one year post-acceptance; and submission of deliverables such as AF Form 3000 material submittals, quality control plan, performance schedule, safety plan, waste disposal tickets, and contractor/vendor access lists.

Period of Performance
Base period from 23 September 2021 to 22 September 2022, with four one-year option periods: 23 September 2022 to 22 September 2023; 23 September 2023 to 22 September 2024; 23 September 2024 to 22 September 2025; and 23 September 2025 to 22 September 2026.

Bidder Requirements

Offerors must be 100% small business in accordance with applicable regulations.
