On 22 SEP 2023, modification P00002 was issued to incorporate overhaul of the diesel engine under authority 10 U.S.C. 2304(c)(2) and in accordance with FAR 6.302-2 Unusual and Compelling Urgency. J&A 023100.2 further documents the rationale for other than full and open competition.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) awarded this fixed price contract under authority 10 U.S.C. 2304(c)(2) and in accordance with FAR 6.302-2 Unusual and Compelling Urgency.

This service contract was awarded to Hawthorne Pacific Corp for technical assist services for repair of a diesel engine. J&A 023100.1 further documents the rationale for other than full and open competition.
