Diagnostician Services for SFPES

Background
The Bureau of Indian Education (BIE) is seeking a School Educational Diagnostician to support the San Felipe Pueblo Elementary School (SFPES) in San Felipe Pueblo, New Mexico. The school is responsible for providing high-quality general education and special education programming for its K-8 student population of 191 students, which includes 39 current Special Education Individual Education Plans (IEPs).

The goal of this contract is to meet the requirements of the Individuals with Disabilities Education Act (IDEA) and to assist in the educational needs of students requiring psycho-educational evaluations.

Work Details
The contractor shall provide psycho-educational assessment services as required by IDEA. Responsibilities include:
1. Completing psycho-educational evaluations and assessments for students requiring triennial re-evaluations or newly referred students.
2. Preparing individual written evaluation reports to assist with the development and maintenance of students' IEPs and Gifted and Talented (GATE) programs.
3. Conducting assessments within established State and Federal timelines to ensure compliance with legal requirements.
4. Building positive working relationships with SFPES students, staff, and families/guardians.
5. Providing on-site services a minimum of 1-2 consecutive days per month at SFPES.
6. Recommending appropriate assessment batteries based on current laws for GATE assessments.

Period of Performance
08/01/2026 to 07/31/2027, with options for additional years up to 07/31/2031.

Bidder Requirements
Bidders must be Indian Economic Enterprises that are also small business concerns as per the Buy Indian Act. The set-aside status is Indian Small Business Economic Enterprise (ISBEE). Bidders must hold a State of New Mexico certification as an Educational Diagnostician and be well-versed in State and Federal Special Education laws, rules, regulations, and eligibility requirements.
