The purpose of this Source of Sought and draft Statement of Work (SOW) is to solicit feedback from industry partners with demonstrated CMS experience regarding an upcoming planned solicitation for the Data-Informed, IT Alignment, Governance, Navigation, Oversight, Strategy, and Execution (DIAGNOSE) contract.

The Centers for Medicare & Medicaid Services (CMS) seeks to acquire experienced and expert support that enhances CMS's capacity to plan, oversee, and deliver mission-critical Information Technology (IT) and business initiatives while strengthening strategic IT capacities/initiatives, organizational communications, change management, and operational effectiveness.

Background
The Centers for Medicare & Medicaid Services (CMS) is seeking to enhance its capacity to plan, oversee, and deliver mission-critical Information Technology (IT) and business initiatives.

This initiative, known as the Data-Informed, IT Alignment, Governance, Navigation, Oversight, Strategy, and Execution (DIAGNOSE) contract, aims to strengthen strategic IT capacities/initiatives, organizational communications, change management, and operational effectiveness.

The agency faces increasing complexity and resource constraints while implementing new legislative mandates and modernizing business processes to support healthcare delivery for over 130 million beneficiaries. The DIAGNOSE contract will provide expert support to facilitate planning and execution of these initiatives amidst evolving legislative requirements and technical challenges.

Work Details
The contractor will perform a variety of tasks under the DIAGNOSE contract including:
1. **IT Strategy**: Support CMS in developing and executing its IT strategy through stakeholder engagement, information gathering, drafting objectives aligned with federal mandates, and ensuring performance measurement.
2. **Program Management Support**: Provide project management support for the Medicare Payment Systems Modernization (MPSM) effort including risk management, budget support, SharePoint management, meeting facilitation, and documentation.
3. **Project Management Office (PMO) for Shared Services**: Facilitate enterprise solutions through Agile methodologies; provide governance support; develop strategic roadmaps; ensure cross-component alignment; and manage stakeholder engagement for shared services initiatives.
4. **CIO OKR Performance Meetings Support**: Facilitate biweekly meetings including documentation of action items and development of Power BI dashboards for performance tracking.
5. **AccessCMS Program Support**: Deliver program management services to enhance user access security across CMS systems while ensuring compliance with federal standards.
6. **Communications Strategy and Organizational Change Management**: Develop a comprehensive communications framework to enhance stakeholder engagement and facilitate organizational change through effective messaging strategies.
7. **IT Governance**: Establish governance frameworks that ensure effective use of IT resources in compliance with federal policies while providing transparency into IT decisions.

The work will primarily be performed at the CMS complex located at 7500 Security Blvd., Baltimore, MD 21244.
