Description

The Department of Homeland Security (DHS), through the United States Secret Service (USSS) and in collaboration with the General Services Administration (GSA), is conducting market research to identify potential vendors capable of supporting its talent development programs. The overarching goal of this initiative is to enhance the effectiveness of personnel selection, promotion, career development, and organizational effectiveness within the USSS. This effort aligns with the broader objectives of maintaining a high-quality workforce and fostering leadership within the agency.

The USSS Office of Human Resources, specifically the HR Research and Assessment Division (HRR), requires non-personal services to support its existing mentoring and coaching programs. These programs are integral to employee career and leadership development. The vendor will be tasked with designing, developing, and delivering program-related products that align with the USSS Leadership Framework. This framework outlines behavioral indicators for development across five leadership levels ranging from Aspiring to Executive. A key component of this project involves facilitating a minimum of 24 training sessions annually six for mentoring, six for coaching, and 12 agency-wide sessions targeting special groups or competencies.

Additionally, the selected contractor will provide in-person team development sessions aimed at enhancing team cohesion across various groups within USSS. The scope of work includes supplying all necessary personnel, equipment, materials, supervision, and other resources required for successful program execution. Vendors are expected to develop high-quality training materials tailored to meet specific program needs while incorporating feedback from HRR teams to ensure alignment with agency goals.

Ultimately, this solicitation seeks to bolster USSS's talent management efforts by improving program engagement and competency development among employees through structured training initiatives. By providing comprehensive support materials and facilitating developmental sessions both virtually and in-person, the contractor will play a vital role in nurturing future leaders within DHS.
