DHS USSS - Human Performance Initiative Program - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the United States Secret Service (USSS) in enhancing its training programs. The initiative focuses on improving human performance across various personnel categories within the USSS, including Special Agents, Uniformed Division Officers, and Administrative, Professional, and Technical staff. This effort aims to ensure that all USSS personnel are equipped with the necessary skills and conditioning to effectively carry out their duties.

The contract involves providing a comprehensive Human Performance Initiative program at multiple training centers, including the JJ Rowley Training Center in Maryland and Federal Law Enforcement Training Centers in Georgia and Artesia. Contractors will be responsible for supplying all necessary resources such as personnel, equipment, and materials to execute the program effectively. The initiative includes a thorough validation study of current human performance practices related to strength and conditioning, mental health, injury prevention, and wellness.

Specific tasks under this contract include conducting readiness assessments for Special Agents assigned to protective details and other operational roles. These assessments will cover critical areas such as stress management, resiliency building, nutrition optimization, strength enhancement, conditioning improvement, and sleep quality evaluation. Based on these assessments, contractors are expected to provide data-driven recommendations for refining existing programs or introducing new strategies based on cutting-edge scientific research and technology.

Moreover, contractors will be required to present their findings through written reports and in-person briefings. They must propose actionable plans for implementing suggested improvements within specified timeframes following each assessment phase. This structured approach ensures that the USSS can maintain high levels of performance and resilience among its workforce while adapting to evolving challenges in security operations.
