FAR 5.705(b) states, b) Regardless of dollar value, if the contract action, including all modifications and orders under task or delivery order contracts, is not both fixed-price and competitively awarded, publicize the award notice and include in the description the rationale for using other than a fixed-priced and/or competitive approach. Include in the description a statement specifically noting if the contract action was not awarded competitively, or was not fixed-price, or was neither competitive nor fixed-price. These notices and the rationale will be available to the public at the GPE, so do not include any proprietary information or information that would compromise national security. Contract 47QFHA22C0001 was awarded competitively and is partially firm-fixed price and partially time and material in contract type.

47QFHA22C0001 was awarded to Morcom, International 3656 Centerview DR STE 1 Chantilly, Virginia 20151-3292, by GSA FAS Region 6 on behalf of GSA PBS Region 6, 2300 Main Street, Kansas City, MO, 64108, for a base period of $26,186.00 and a total contract value with all option periods of $270,715.48 on April 19, 2022. The contract is a hybrid Firm-Fixed Price and Time and Material contract.

The Task Order maximizes the use of firm-fixed price contracting to the maximum extent possible. No other contract type except a Time and Material CLIN can be used for the Phase II portion of the Task Order.

The Task Order utilizes a Statement of Objectives and a phased approach. Phase I requires the contractor to conduct a site assessment and produce a Performance Work Statement and itemized final price proposal.

A firm-fixed price cannot be proposed for Phase II until the site assessment is complete in Phase I. The site assessment will require a radio frequency survey and testing of design elements before a finalized approach to the DAS installation can be complete.
