DHS USCG - WFD Utility Cart Maintenance and Support - MRAS

The General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research to support the U.S. Coast Guard's (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC). Located in Alexandria, Virginia, the C5ISC requires utility cart maintenance services for a variety of vehicles spread across its expansive 200-acre campus. This initiative aims to ensure that all utility carts and specialized equipment are maintained efficiently and safely to support the center's operational needs.

The contract involves comprehensive maintenance services for approximately 13 Diesel Kubotas, seven electric carts, two forklifts, one John Deere backhoe, and one Bobcat front loader. These vehicles vary in age from one to fifteen years and require regular upkeep to remain functional. The contractor will be responsible for performing scheduled preventative maintenance tasks as well as unscheduled repairs as needed. This includes supplying all necessary labor, equipment, materials, supervision, and transportation required to meet the specified performance standards outlined in the Performance Work Statement (PWS).

The primary objective is to secure continuous maintenance services that ensure safe and efficient operation of these utility vehicles. The contractor is expected to adhere strictly to safety standards set by OSHA and USCG-specific guidelines which may exceed federal requirements. Maintenance tasks include monthly checks such as battery liquid levels, tire pressures, engine oil levels; greasing components; servicing air cleaners; and cleaning vehicle interiors and exteriors without soap.

Overall performance will be evaluated based on a Performance Requirements Summary (PRS) which serves as a tool for inspection facilitated by the Contracting Officer's Representative (COR). The PRS outlines specific performance objectives along with their respective standards and thresholds. It is crucial that contractors align their practices with these requirements to ensure compliance with USCG procurement policies aimed at delivering consistent results-oriented service delivery.
