Description

On behalf of the Department of Homeland Security (DHS), the General Services Administration (GSA) is conducting market research to support the U.S. Coast Guard's Navigation Center (NAVCEN) in enhancing the Ports and Waterways Safety Assessment (PAWSA) process. The PAWSA initiative is a critical risk assessment tool used by maritime stakeholders to evaluate navigation safety risks within the Marine Transportation System (MTS). The current method involves using PDF forms to collect data, which are then manually aggregated a process that is both time-consuming and prone to errors. This solicitation aims to streamline this workflow by developing an automated solution for data collection and consolidation.

The project seeks to create the PAWSA MkIV prototype, which will automate data aggregation from PDF workshop forms into a unified dataset. The solution will replace manual data entry with an efficient structured data entry interface, such as a graphical user interface or guided workflow, ensuring all current data capture requirements are met or exceeded. Additionally, it will include a facilitator-facing configuration module for setting parameters before each workshop and generate structured outputs in CSV or Excel formats compatible with existing PowerBI dashboards.

The primary objective of this contract is to develop and deliver a comprehensive solution that eliminates manual processes currently involved in PAWSA workshops. By automating these tasks, NAVCEN aims to enhance its ability to analyze risk determinations effectively and engage stakeholders with accurate information promptly. Importantly, the proposed solution should not rely on proprietary software or require new commercial licenses beyond what is already available on Coast Guard laptops.
