The General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research for a solicitation aimed at supporting the United States Coast Guard's Office of Requirements and Analysis (CG-7R7). The Requirements Division within CG-7R7 currently employs a document-centric system for executing system engineering functions but recognizes the industry's shift towards Model-Based Systems Engineering (MBSE) and digital environments. Consequently, there is a need for expertise in establishing and maintaining a digital Requirements Management System (RMS) that will enable more efficient elicitation, documentation, traceability, and change management of operational requirements.
