DHS USCG - Systems Engineering & Operations Research Support - MRAS

The General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research for a solicitation aimed at supporting the United States Coast Guard's Office of Requirements and Analysis (CG-7R7). This initiative seeks to enhance the operational capabilities of various offices within the Coast Guard by providing expert contractor support in systems engineering, requirements management, operations research, and data analytics. The overarching goal is to ensure that the U.S. Coast Guard can effectively manage and develop its capability requirements in alignment with DHS standards and strategic objectives.

The contract focuses on providing comprehensive support across several key areas within the Coast Guard. These include the Office of Emerging Operational Capabilities, Shore Infrastructure Requirements, C5I Capabilities, Requirements & Analysis, Research, Innovation & Integration, Aviation Forces, Specialized Capabilities, Boat Forces, Shore Forces, Cutter Forces, and Cyberspace Forces. The aim is to facilitate these offices in addressing their specific operational needs through a structured approach to systems engineering and data-driven decision-making processes.

A significant aspect of this solicitation is the transition towards a more digital-centric approach in managing operational requirements. The Requirements Division within CG-7R7 currently employs a document-centric system for executing system engineering functions but recognizes the industry's shift towards Model-Based Systems Engineering (MBSE) and digital environments. Consequently, there is a need for expertise in establishing and maintaining a digital Requirements Management System (RMS) that will enable more efficient elicitation, documentation, traceability, and change management of operational requirements.
