DHS - USCG - Sustainment Support Services - MRAS

On behalf of the Department of Homeland Security (DHS), the General Services Administration (GSA) is conducting market research to gather information on potential capabilities for providing sustainment support services to the United States Coast Guard (USCG). This initiative is aligned with the USCG's strategic goals, particularly through its Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC). Established in June 2020 as part of the Coast Guard Modernization Initiative, C5ISC aims to unify and standardize processes across various domains to enhance operational efficiency and effectiveness.

The primary objective of this contract is to deliver performance-based sustainment support and business management services. The contractor will be responsible for providing advisory services that include analytical, planning, coordination, and reporting tasks. These services are essential for enabling enterprise governance and sustaining service portfolios. Additionally, they will facilitate knowledge management and work intake processes while supporting lifecycle management. Strategic planning and modernization efforts are also key components of this contract to ensure continuous improvement in end-user and employee experiences within the USCG's C5I framework.

Specific requirements include delivering business management support services in non-inherently governmental areas while aligning with C5I Standard Operating Procedures (SOPs). The contractor will provide direct support to C5I Command priority initiatives as well as other emerging initiatives throughout the contract's duration. The geographical focus includes locations such as Alexandria, VA; Kearneysville, WV; and Portsmouth, VA. By fulfilling these tasks effectively, the contracted organization will play a crucial role in advancing the technological capabilities that underpin USCG's mission success.
