Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing strategic business planning and development support services. This initiative is specifically for the U.S. Coast Guard (USCG) Assistant Commandant for Intelligence (CG-2), operating under the Deputy Commandant for Mission Support Integration Office (DCMS-5) Blanket Purchase Agreement (BPA). The overarching goal is to align various USCG Intelligence objectives, including cyberspace intelligence planning, standardization with CG-2 partners, and support for Enterprise Intelligence Data Services (EIDS).

The scope of work requires a contractor to deliver comprehensive program management and strategy implementation support. This involves aiding the Assistant Commandant for Intelligence in developing change management policies, strategic business planning, organizational transformation initiatives, business process improvements, and facilitation of meetings. Furthermore, documentation support is essential to ensure that all processes are well-documented and can be easily referenced.

In addition to these tasks, there is a specific need to assist the Coast Guard Intelligence Chief Data Officer in implementing data management best practices in line with USCG, Department of Defense (DoD), DHS, and broader intelligence community directives. The contractor will be responsible for defining these practices as well as developing strategies that align data services development activities with strategic goals.

Support will also extend to the Intel Chief Information Officer and Intel Chief Data Officer by maintaining oversight on EIDS capability efforts. This includes preparing programmatic communications such as presentations for leadership and contributing to strategic plans like the 5-Year Outlook. These activities are crucial in ensuring that all intelligence objectives are operationalized effectively with clear policies and processes in place.
