DHS USCG - Recreational Boat Testing, and Compliance - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the U.S. Coast Guard's (USCG) Recreational Boat Testing and Compliance Program (RBTCP). This initiative aims to ensure that recreational boats and associated marine equipment comply with federal safety standards as outlined in 46 USC 43 and 33 CFR Subchapter S. The program is managed by the Recreational Boating Product Assurance Branch (CG-BSX-23) within the Coast Guard's Office of Auxiliary & Boating Safety. The primary goal is to maintain high safety standards across the recreational boating industry, thereby enhancing public safety on waterways.

The scope of work for this contract includes a comprehensive set of tasks designed to enforce compliance with federal regulations. Key activities involve inspecting boats at various locations such as manufacturer facilities, boat shows, and dealerships to ensure they meet applicable requirements. Additionally, the program focuses on testing recreational boats less than 20 feet in length for flotation compliance, as well as evaluating specialized marine equipment manufactured for sale in the United States. These efforts are crucial for identifying non-compliant products and ensuring they are rectified before reaching consumers.

Beyond inspections and testing, the program also emphasizes maintaining and improving the Recreational Boating Safety Database (RBSDB), which serves as a critical tool for tracking compliance data and trends within the industry. Another vital component is providing outreach initiatives aimed at educating manufacturers, dealers, and consumers about boating safety standards and best practices. By fostering awareness and understanding of these regulations, the USCG aims to mitigate risks associated with recreational boating.

The contract will be structured as a Firm Fixed Price Blanket Purchase Agreement with a twelve-month base period followed by four optional periods. This flexible arrangement allows for adjustments based on mission requirements and funding availability while ensuring consistent oversight throughout its duration. The USCG seeks qualified vendors capable of delivering these technical and management services effectively, thereby contributing significantly to national boating safety objectives.
