Description

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the U.S. Coast Guard's (USCG) Recreational Boat Testing and Compliance Program (RBTCP). This initiative aims to ensure that recreational boats and associated marine equipment comply with federal safety standards as outlined in 46 USC 43 and 33 CFR Subchapter S. The program is managed by the Recreational Boating Product Assurance Branch (CG-BSX-23) within the Coast Guard's Office of Auxiliary & Boating Safety. The primary goal is to maintain high safety standards across the recreational boating industry, thereby enhancing public safety on waterways.


The scope of work for this contract includes a comprehensive set of tasks designed to enforce compliance with federal regulations. Key activities involve inspecting boats at various locations such as manufacturer facilities, boat shows, and dealerships to ensure they meet applicable requirements. Additionally, the program focuses on testing recreational boats less than 20 feet in length for flotation compliance, as well as evaluating specialized marine equipment manufactured for sale in the United States.
