DHS USCG - Program Management, Cyber Support & Financial Management - MRAS

The General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research to identify potential sources for contractor support services for the United States Coast Guard (USCG). The primary focus of this initiative is to enhance program management, cyber support, and financial management within the USCG's Office of Aviation Acquisition (CG-931). This office is responsible for overseeing aviation-related acquisitions, including replacing, upgrading, or retiring current USCG aviation assets. The overall goal is to ensure that these acquisitions are managed effectively and align with both internal and external communication requirements.

The scope of work for this task order includes a wide range of services aimed at supporting the USCG's aviation acquisition programs. Key tasks involve administrative support, workforce planning, coordination of aviation mission systems and cyber requirements, as well as financial management. Additionally, contractors will be required to conduct research and data collection to aid in developing program documentation. Effective communication with both internal stakeholders and external entities is also a critical component of this work.

Contractors must possess a thorough understanding of DHS and USCG acquisition policies to respond promptly and appropriately to various tasking demands. They will be expected to collaborate closely with key personnel such as the CG-931 Assistant Program Executive Officer (APEO), Aviation Mission System Integrated Project Team Lead, Government Program Managers, other USCG directorates, organizations, and relevant stakeholders. This collaboration ensures that all deliverables are timely and meet the necessary standards for senior executive release.

Furthermore, contractor personnel must adhere strictly to government regulations regarding identification badges when visiting or working at government facilities. Compliance with safety and security policies is mandatory, along with maintaining professional conduct that reflects positively on the USCG and DHS. Any changes in key personnel require prior notification to ensure continuity in service delivery without compromising quality or security standards.
