DHS USCG - Persistent Wide Area Maritime Surveillance CONOPS - MRAS

The General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research to support the United States Coast Guard's (USCG) mission to enhance Maritime Domain Awareness. As a premier Maritime Law Enforcement Agency, the USCG plays a vital role in national security by enforcing federal laws, protecting ports and waterways, and ensuring the flow of maritime commerce. This initiative aims to develop a sophisticated modeling and simulation (M&S) program to support these missions by providing insights into maritime activities within defined areas of responsibility.

The M&S program seeks to simulate the USCG's operational environment by integrating geospatial data such as landmasses, bathymetry, territorial boundaries, and environmental conditions. The simulation will populate these areas with both USCG assets and civilian or malicious agents operating within specified parameters. The primary goal is for USCG assets to detect and intercept malicious agents, thereby improving maritime domain awareness metrics like detections, interdictions, and boardings. Additionally, detailed metrics will be captured to influence Concept of Operations (ConOp) designs by analyzing factors such as time-to-detect and locations of interceptions.

To achieve these objectives, the USCG is looking for potential offerors capable of performing advanced modeling and simulation tasks. Specifically, they require an Operations Research Analyst skilled in applying mathematical and statistical techniques to optimize resource allocation for shore forces. This involves using software models to analyze operational data from USCG units while working with sensor data and geospatial information systems (GIS). The role also demands strong communication skills for translating complex findings into actionable insights for stakeholders.

Technical requirements include developing simulation models using Python with libraries like NumPy and SciPy; creating interactive visualizations using JavaScript frameworks such as React or D3.js; modifying existing simulation models; and performing comprehensive data analysis. These capabilities are crucial for enhancing strategic decision-making processes within the USCG's operations framework.
