DHS USCG - OTIS Sustainment Support Services - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the United States Coast Guard's (USCG) Operational Technology Integrated Systems (OTIS). This initiative is part of the Coast Guard's modernization efforts, specifically aimed at enhancing its Command, Control, Communication, Computer, Cyber and Information (C5I) capabilities. The primary objective of this effort is to streamline and unify the Coast Guard's information technology support structure and business practices into a cohesive mission support model that spans all locations, missions, and asset types.

The scope of work for this contract involves providing comprehensive sustainment support services for OTIS. The contractor will be responsible for delivering personnel management and administrative services necessary to fulfill the requirements outlined in the task order. Key services include consulting, project management, strategic planning, metrics development, and process improvement as required by CG-C5I-OTIS. These services are crucial in supporting various missions and requirements within the Acquisition Integration as well as other components of the CG-C5I-OTIS Portfolio and C5I Program Execution Office (PEO).

Additionally, specific tasks require non-inherently governmental Business Management Support Services across several domains. This includes refining government-defined initiatives and projects such as adopting the DoD Enterprise Service Management Framework (DESMF), developing and implementing acquisition strategies, managing lifecycle programs, implementing mission support business models, providing organizational change support among other priority initiatives set by CG-C5I-OTIS Command.
