DHS USCG - MSIL MAMS Testing, Validation, and Acceptance - MRAS

The General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research to support the United States Coast Guard's (USCG) ongoing efforts in aviation acquisition and system integration. The USCG Aviation Acquisition Offices, specifically Long-Range Surveillance (LRS) and Medium Range Surveillance (MRS), are responsible for the acquisition and enhancement of aircraft systems. These offices oversee the integration of mission-critical systems into aircraft such as the HC-130J and HC-144B to meet specific operational requirements. The goal is to ensure these aircraft are equipped with advanced capabilities for surveillance missions, while also managing obsolescence and extending service life.

The focus of this solicitation is on the Minotaur Mission System Integration Lab Testing, Validation, and Acceptance. The Minotaur software framework supports a wide range of sensor data operations across various platforms used by multiple branches including USCG, CBP, USN, USMC, USAF, SOF, among others. The integration involves adapting Minotaur Core software to specific hardware configurations on different platforms like the HC-130J and HC-144B aircraft. This task order aims to provide technical support services for testing and validating updates to both software and hardware within these systems at the USCG Mission System Integration Lab.

The scope of work includes providing detailed reporting that will inform acceptance decisions regarding software updates and configuration changes. This requires on-site support at government facilities to independently assess these updates on mock-up systems as well as operational USCG aircraft. Key activities involve testing hardware capability, validating Software Trouble Reports (STRs), maintaining Configuration Management (CM), developing test procedures for both hardware and software, assessing system modifications, and preparing Software Version Descriptions (SVDs).

Though this task order does not involve developing new versions of Minotaur Core itself, it focuses heavily on ensuring that any updates or patches integrate effectively into existing architectures like MAMS and MGS. This comprehensive approach ensures that all components work harmoniously within the larger Minotaur Family of Services framework while supporting current fixed-wing aircraft operations as well as future deployments across various Coast Guard assets.
