DHS USCG - Janitorial and Custodial Services for C5ISC - MRAS

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to procure janitorial and custodial services for the U.S. Coast Guard's Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC). This initiative is part of a broader effort to maintain the health and safety standards of federal facilities while ensuring they present a professional appearance. The contract aims to deliver consistent, results-oriented services that comply with federal regulations pertaining to environmental safety and health.

The scope of work involves providing comprehensive janitorial services across approximately 85,040 cleanable square feet at C5ISC located in Alexandria, VA. This includes maintaining various types of spaces such as office areas, kitchenettes, living quarters, drill facilities, and locker rooms spread over several multi-floor buildings. The contractor will be responsible for ensuring all tasks are performed efficiently during normal working hours from Monday to Friday. The work excludes dining facility spaces.

To achieve these objectives, the contractor must supply all necessary personnel, management oversight, materials, tools, transportation, and other essentials required for service delivery. A key component of this contract is adherence to a Quality Assurance Surveillance Plan (QASP), which outlines systematic methods for monitoring performance against established standards. The contractor's performance will be assessed based on their ability to meet or exceed these quality levels through their own Quality Control Program (QCP).

Furthermore, the Contractor Officer's Representative (COR) will oversee inspection schedules using quality checklists derived from the QCP. Regular inspections and customer surveys will form part of the evaluation process to ensure compliance with contractual requirements. Any discrepancies found during inspections will be communicated promptly using Corrective Discrepancy Reports (CDRs) to facilitate timely rectification by the contractor.
